Property Taxes: My goal is to keep the county's property tax rate low. The problem is, the county tax rate is only a small portion of our total tax bill. The largest percentage of the tax is the school district tax, followed by the village. That is why I will work with our other local governments to find ways to share resources and keep the total property tax rate under control.

Kenosha-Racine-Milwaukee commuter rail: I oppose a sales tax to fund KRM. I fear that the purpose of the new legislation coming from Madison is to first get us into an RTA, and then impose a sales tax on us without any recourse. I therefore also oppose the pending RTA legislation. We need tie our area into the regional transportation network, but a train isn't the only answer. Busing routes are far more flexible to the changing needs of people and businesses. Milwaukee county has just recently looked into extending 794 down to the Racine County line or Ryan road. This would be a huge boon to our area, as we would be better connected without any of the disruption that building a highway here would cause. I support looking at all transportation alternatives, not just a rail line.

Wisconsin Shares (Child Care Program): The Milwaukee Journal Sentinel has been running a series of articles about the child care fraud happening in the area, especially here in Racine. Representative Mason, who represents part of the county, put the blame on county officials. The real problem lies with the state. Wisconsin Shares is a state program, with rules set by the state. The county runs the program with the money it gets from the state. Recently, the state cut funding for fraud investigation. In addition, the rules in place allow fraud to occur and tie the hands of county workers to prevent it. The county board passed a resolution outlining the steps the state should take to correct the most serious problems. It's a good first step, but my opponent voted against it. I support the efforts of the county board to reform the child care system.

Local Government: We need our representatives to be active on our behalf in local government. All too often local officials show up late or skip meetings, or simply do the bare minimum required. I will go over and above what is required, attending not just county board meetings, but village board meetings and school board meetings. Establishing relationships with other elected officials is the best way to work out problems, and find solutions to mutual problems.

Unfunded Mandates: Too often our local governments are dictated to by the state, mandating new programs but withholding funding. That funding has to come from local property taxes. I will be vocal in my opposition to unfunded mandates and work with other supervisors to send a clear message to Madison: If they want a new program, then they better pay for it.
